A day after receiving the Nobel Peace Prize, Federal Chancellor Willy Brandt delivers a highly regarded lecture at the University of Oslo on the subject of “A policy for peace in our times.” In it he states his fundamental opinion: “War must not be a means of policy. The real task is to eliminate wars, not just to limit them. No national self-interest can still be separated from our collective responsibility for maintaining peace.”
